If Thomas RILEY died after 1905, there should be a death record available from the Dept. of Health, 523 E. Capitol, Pierre, SD 57501-3182. This should indicate his parents and place of birth. The 1880 Census database at FamilySearch.org lists in Twp. 102, Minnehaha Co., DT, Thomas RILEY, 28, blacksmith; he, wife Maggie, 28, & their parents all b. Ireland; children Kate, 6; John, 4; & Frank, all born in Iowa. [They may also have been listed in Sioux Falls.] There was also a Michael RILEY who had children Kate and John born in Iowa.

Land records show that Thomas RILEY homesteaded 102-51, in Section 19, & Michael, 101-51, in Sec. 25.

The application and proof papers, available from NARA, might be helpful, perhaps showing where Thomas applied for citizenship.
