The SD Historical Society in Pierre has it though I haven't actually used it myself. I did once use the later Dakota census' as they go to 1945 (all readable at the SDHS building).

You can obtain their home page by googling South Dakota Historical Society. It is in Pierre, SD (capitol) and when I viewed the Dakota state census you could hire someone there to do lookups. That was a long time ago so I don't know what their policy is now. E-mail them and see I guess.
