My understanding is that a "schout" (was a sheriff and his "schepenen" were the police officers in Holland in the middle ages. Schouten would be the plural of schout or sheriffs. They enforced the laws and kept the peace, or that was what my father learned in Holland as a child in Amsterdam. If you have any further information, I would be interested in learning more.
