Scanlans of Garraunboy - the Illinois connection

I am searching for information about my great- granduncle Thomas Scanlan, born July 1 1868 in Garraunboy,Killaloe, Co. Clare, son of Patrick Scanlan and Mary Scanlan(nee Hogan). At the end of the 1880's he got into a spot of trouble and had to leave Ireland in a hurry so he emigrated to the U.S.A. Ironically he became a cop in America. The story goes that he was a policeman in Chicago.
But I have had no luck in tracing him to Chicago. At the moment I am doing my research by computer and when I typed in Thomas Scanlan, police officer in Illiois there was a match in the database of historical newspapers. Most of the newspapers were in Decatur, Illinois.
Would also appreciate any infromation concerning his brother Patrick Joseph Scanlan,b.March 22 1864, a Roman Catholic priest, who emigated to the U.S.A. in 1888.
