If you read the history of Andrews, South Carolina, you will find that in 1909, Andrews was formed from two small communities, Harper's and Rosemary. Harper's came into being in the late 1880's and the town of Rosemary was organized in the year 1905. Andrews is located in Georgetown County, SC.

There is also a section called West Andrews that is located in Williamsburg County, SC.

Dr. Eugene K. Joudon was born in Orangeburg, SC, January 27, 1867. I got this info from US Passport Application. In 1900, he was still living in Orangeburg. According to census and application he was a physician and a surgeon.
I doubt this info on Dr. Joudon will help you very much.

Good luck. I do hope you find out where Baby Josephine is buried.
