Odette,

First off I am figuring you are waiting for the 1900 Ogdensburg Census. From what I've seen of the 1920 Census it would appear Otis was born in 1895 in NY of NY parents.

I have a listing for an Edward Sauve born August 9, 1869 at Ogdensburg, New York (died 1944 Ogdensburg, New York) who married a Mary Ann McNally. They had at least one son Frances born in 1900 at Ogdensburg. Are you aware of Otis having a brother Frances?

The 1900 Census will hopefully solve your mystery.
