I'm in Moscow, Russia. It seems we have 3 hour difference))))
so bsck to your search. Kirov and Kiev are two different cities. Kie is a capital of Ukrainia, Kirov is a city in European part of Russia to the north of Moscow. If you know what is state in US I can say region (oblast' now and gubernia in Russia in 19 century)is the same/ I think it's not the most important thing now, because we know where to look for then. I found the address of archive in Slobodskoy (613150, Кировская обл., г. Слободской, yл. Вoлoдapcкoгo, д. 49)Russia, Kirovskaya obl, g. Slobodskoy, Volodarskogo street, 49. Municipal archive.
To be honest I think they can not have enough info so it's better to write also to regional archive
