I agree that she did probably needed the documents, either to prove non-Jewish or just to emigrate to United States. I took a look at the link to the Russian Archives that you posted, but I don't know Russian. Do you know how much it costs and whether I could contact them in English? Maybe I could hire someone in Saint Petersburg who could go and do the research for me and translate it. Can you recommend anyone?
