Jarvis Rucker (William, Thomas, Peter), b. ca 1784 (1850 Madison Co., VA census said he was age 66), d. 1852 (estate records). An inventory of his estate, 1852, was filed in Madison Co., VA, Will Book 10, p.355. His wife, Mildred "Milly" Grayson was probably the one that died in 1837 as she no longer appears in the census after 1830.

I will look up the IL census records to see the Milly that you wrote about and get back to you if I think anything different.
