Angela,
As I'm sure you know, up until 1880, southwest Virginia counties were not static. Here is a useful animation.

Washington county was formed from Fincastle county in 1777. This portion of southwestern VA was ultimately divided into:

Russell 1786
Lee 1792
Tazewell 1800
Scott 1814
Smythe 1832
Wise 1856
Buchanan 1858
Dickerson 1880
Washington remainder

It would be very helpful to see the will of "Jerusha" Romans.
