Here are the answers to your questions:
who was he? Manouk Bey Mirzan, successfull merchant who also influenced politics of the time
where was he born? 1769 in Rusciuk/ now Ruse in Bulgaria, died 1817 in Hincesti/Bassarabia now in Republic of Moldova
ethnic affiliation? armenian
religious affiliation? armenian traditional religion
how did he become 'prince' or 'bey'? because he played an important role in the negotiations (officially on ottoman side but also helping russians) with russian army, the title was NB!! honorific, as the territory was occupied by russian army
was it hereditary? no
If appointed by which authority? Sultan Mustafa the 4th, in 1808
