No one changed your ancestor's surname. The manifests were written at a port of departure.Your ancestor most likely changed his name when he was naturalized citizen.
What documents have you located on both of them?You do know that s/he could have come thru Baltimore, Boston or Philadelphia and not just NY Ellis Island.Did you try one step/gold form www.stevemorse.org
The birth certificate is in Cyrillic alphabet.
