1885 where were Romania's coming into?

In 1885 where were people from Romania coming into? and is it possible to find them on ship manifest?

GGGrandfather and mother came over from Romaina in 1885 and were natizelized in 1908 (all of this is from the 1920 Federal Census). Also, traced him in IL, PA, and NY, he moved around alot)

I sent away to get what papers I could on him from the INS in New York and DC the INS said they did not have anythng on him.

So where do I go from here, the last child born was in 1909, in Philadelphia, PA, (Philadelphia county) so what court would I contact to see if they have any papers on him? and what about in 1885 when he came into the U.S., any suggestions on were to look for any papers?
