born in Constantinople Romania

I asked my Mother what city in Romania my Grandfather came from and she said Constantinople. I said I thought that was in Turkey. She said it went back and forth between Turkey and Romania. He would have been born around 1875 or later and immigrated to the US at the beginning of 20th century. I am confused because while it seems Romania or Roumania may have been under the rule of Turkey or the Ottoman Empire, it looks too far away from Turkey to have shared a common city. Does anyone know anything about this history? Thanks.
