First a brief history of Suceava County. Suceava was te capital of the medieval state of Moldova. In 1775 Austrian Empire annexed the N-W of Moldova whith the countyes of Suceava, Campulung and Cernautzy wich they called Bukowina. The population census stated that almost 100% of the population were romanians. Unfortunatly for the romanians the enclosing of Bukowina to the neighbooring austrian province of Galitia who was populated with ukrainians facilitated the imigration of a big number of ukrainians. In 1918 Bukowina unified with Romania but in 1940 Stalin's Soviet Union occupied North Bukowina. The Romanians were killed and deported to Siberia.
About your name Covalciuc It is said that the suffix"-ciuc" is of ukrainian origin but you should know that the slavic suffixes are: "-ov", "-ovici","-ovsky" etc and they are common for all the slavic countries including Russia, Ukraina, Bulgaria, Slovakia, Polland, Yugoslavia and so on, but "-ciuc" is only common to ukrainians who lived in close relations with romanians. Also the suffix "-ciuc" is very common for the names of the romanians who originated from N-E of Romania.
About "Cubotari" .I am sure that the corect form is Ciubotaru or Ciubotariu this is a genuine romanian name meaning shoemaker and also a very common name in Romania.
Unfortunatly my bad english does not allow me to give a more detalied explanatios.
I hope that this is useful to you. Also i don't belive you speak romanian. If have a pictures with the ruins of Suceava fortress and if you want it send me a message.
