You might try writing to National Archives (Archivelor Statului)

I found this in the book titles "In search of your european roots" I too would like records of my family the Geyer's who were born in Pancevo, Romania (now Serbia) you can write a letter to the Yugoslavian Embassy, 2410 California St. Washington, D.C. 20008 but they want 55 dollars to search. requiring information as much as you can give along with the letter. Would like to know how it turns out for you.
