Colours were just a conventional denomination. Could've been A,B,C or 1,2,3 etc.

The districts had an administrative role.
Larger cities (in Moldavia and Wallachia) as Bucharest, Ploiesti, Iasi etc. were also divided into "colour districts".
This system is not used anymore.
