While browsing the Tri-Counties History & Genealogy website hosted by Joyce Tice, I found the following under Chemung Co., NY, registrations for WW I:

Courtney Justus ROCKWELL, b. 9 Oct 1893 in PA (same date as Perry ROCKWELL, s/o Abram L. ROCKWELL and Mame PHINNEY)

It is possible that the child's name was recorded incorrectly by the Clerk of Court in Towanda, PA, when the birth was reported, or there may have been a transcription error on the website.
