No, I have no proof that William & Nancy Rine were cousins. Other researchers have stated this and I believe they came to this conclusion from Rudolph's will and the 1850 Coshocton Co. census. On the census William Rine & Nancy named a son Rudolph. Most of them thought William was Rudolph's son, but he is not named on the will, so they put two & two together and came up with Nancy being his daughter.
