Hello Philip,
Im studying in the University of San Carlos, here in Cebu City Philippines. Fr. Rigney was a rector of the university from 1960-1964. We even have a hall named in honor of him today. For more infomation, try to contact the University of San Carlos at www.usc.edu.ph.
I dont really have a lot of info on him, but im sure he was one of those priests that had contributed a lot to the development of our school especially the Marine Biology Section here. God Bless!
