William was probably the second son born to John and Ann Bell abt 1757 . No record of military service during the Revolutionary War was indicated. However, along with his brother Jacob, he took the oath of allegiance to the state of North Carolina in 1778. It is unknown when William married his wife Elizabeth Hall (Watson?) (It is thought that Elizabeth's father was a Watson). Indications are that William and Elizabeth had seven sons: Benjamin, Samuel, Jeremiah, Jonathan, William Watson, Michael and James. The following marriage data was found for William's children: Samuel married Polly Lucas on December 26, 1804; Jeremiah married Elizabeth N. Egerton on March 23, 1814; William Watson married Elizabeth Pegram on March 17, 1812, and Elizabeth Nicholson on October 2,1815 (I have seen this marriage about 1805?); Michael married Rebecca Shearin on August 2, 1815, and James married Patsey Nicholson on March 15, 1819.

William Riggan was a prosperous farmer who died intestate early in 1815. His son Benjamin was appointed administrator of the estate. The property was divided among the widow and the seven sons. Descendants of William Riggan are probably still located in the Warren County community, along with those of his brother, Jacob.
