I am going to attempt to contact you directly, if the email address shown on this site is correct.
I have not been able to locate Cecil Howard Richmond or James Elliott Richmond or Rachel Richmond/Martin in the 1930 census, anywhere (at least not any people with those names that seems to fit the parameters you gave). I also cannot locate Rachel Richmond or Rachel Martin in the 1920 census, anywhere. Do you have any other information at all about those people?
I did find a record of a Cecil Richmond who died in Idaho in January of 1977 - is this the correct one? Did he happen to marry a n Effie Mae Tiser in Nevada?
