My grandfather WILLIAM REED, was born in Dunbar, Scotland, 28 Aug 1862 (according to his obit.) I know he landed in PA in 1882. I can't find his birth record or census that he is on. I think he went to live with relatives in PA. He was married in Clearfield, PA. He worked in the coal mines.
How can I find his birth record? I thought the British Isles were dedicated to getting everyone registered.
