The only census available before 1900 is the 1880 as you know. Either his birth year/birth location is off and he may have actually been born after the 1880 census [PERHAPS LATER THAT YEAR] was taken...or the name is mispelled...ETC
I did find this and clearly it CANNOT be him but perhaps a relative
