William, I will email the page from "Irish Ancestors": http://scripts.ireland.com/ancestor/surname/rftery
It contains only the number of Raftery families by County. They charge $8.00 to view each of the listed counties. But, at least, you know which counties to start seaching.
I'm sure the 1851 Irish census would be extremely helpful to you but I know it is not yet available online for County Roscommon where my Raftery ancestors hailed.
If I come across any Raftery info that matches your 1860 William Raftery sailing for Argentina, I'll let you know.
Have you search any of the Irish emigration records yet?
