The first record for Permelia (Philbrick) RADCLIFF was recorded after the death of her husband Stephen in 1835. She later married Simeon Howell and moved to Dakota Territory.

These people are related to your Licking County Radcliffs but your John was a son of William Radcliff b. 1744 in VA.

The remaining records of John and Stephen are probably Jackson or Vinton County properties rather than Licking County purchases.

The Permelia Radcliff you mention is not the same Permelia born to John RADCLIFF and Hannah STATELER in Licking County.
