You are quite right ..it WAS the 1881 census and not the 1891 census.
So Annie was 9 years old in 1881. This is your Quinlan/Quinland's after all !
The 1871 census for Quinland is also yours even though the name for Johanna is spelt Johaina. Most likely a transcriber or enumerator error.
The names in 1871 correspond with the names in 1881.
Sometime after John was born and before Annie was born the family moved from Kent,England, to Pembroke, Wales.

I found Daniel<Annie's older brother b.c.1864'65> in the 1901 census married to Amelia.
Daniel Quinlan married Amelia Maria THOMAS in Pembroke in 1890. They had nine children by 1901.
In 1891 I found Daniel and his wife Minnie<nickname for Amelia M !>
and daur Josephine aged 7 months.
