Quill => Woods (by English Law!)

My second cousin in Glin, Tullyleague, Co. Limerick, John Woods, showed me a copy of a registration form where an earlier member of the Quill family was forced to use Woods (the English version of Quill?) as a last name when applying for a business license. His (and my) family has since been known as Woods... although some of the later family immediately reverted to Quill as soon as the English Law was rescinded, or, at least, became less effective.

I know that my immediate earlier Irish family is tied to O'Conner, Lynch, Kelly, Tehan, and somewhere there is a Sheehan connection.

Any comments? Can anyone enlighten me any further?
