I found this, n the Fairfax MM, Va records;
Phillips, John rocf 23-9-1792 Kennett MM, dated 18-9-1791; get Wilmington MM, Del. 25-1-1794 clear.
This means that John Phillips was received into the Fairfax meeting through a certificate he brought from where he came from....the Kennett meeting. The certificate was dated was accepted by the Fairfax mm 23-9-1792.
The Kennett meeting is in Chester County, PA. and I glanced at the meeting records....there are many, many Philips, and quite a few visited or rocf Fairfax meeting, in Va..As you don't include any way to determine if any could be 'your' John, I can't tell...a wife's name would be a help. Also, helpful to know what 'indications' make you think John was a Quaker, and what is your documentation for Gabriel's marriage? I've found absolutely nothing on a Gabriel, either in Va or PA.
