Sorry, but I, and I'm sure others, needed more than the name Ormskirk and Skelmersdale ........a country would be good to include. I must admit to not including the country in my queries, most of the time, but I do always include the state, which pretty much lets others know where to be looking.
Where in PA did Joseph live?....that's were to look for him, and hopefully family info. If you post that, I'll see what I can find. I checked the wills for a good many counties in PA
I did see this in the Philadelphia MM records;
Ashton, Isaac d 6-15-1699 (there is no other mention of him, and I checked the Quaker Arrivals in PA, but he isn't included.)

here are the earliest wills for the names Joseph and Isaac, that I can find;
Pennsylvania Wills, 1682-1834
ASHTON, ISAAC. Phila. Cooper.June 13, 1699. September 1, 1699. A. 468.Estate to "intended wife" Elizabeth Richardson and her brother William Hudson of Phila., tanner, who are the Executors. (The latter afterward
renounced his executorship.) Legacy to his mother whose name is not given. Witnesses: Joseph Jones, Eliz. Killcop, Francis Cooke.

Pennsylvania Wills, 1682-1834
ASHTON, JOSEPH. Dublin Township, Philadelphia. Co. Yeoman.
May 15, 1708. June 18, 1708. C. 117.Grandchildren Jane and Hannah daughters of Joseph, and John son of Benjamin. Executors: Wife Jane and sons Joseph and Benjamin.
Witnesses: James Stone, John Prichard and Henry Stirke.

There seem to be quite a few Ashtons in Dublin, Phil. Co....that coupled with the early Isaac mention might indicate a place for you to be researching.
