This rule that you referred to seems to be more applicable to Spanish names .
I don't know much about Portugal itself, but the general rule in Brazil, which should follow Portuguese practices I guess, is to have the given name first, then the mother's family name and then the father's family name as the last name .
This rule in Brazil is enforced at the Civil Registry Offices who do not accept the reverse ( mother's name at last )
