I believe the person you are looking for is Ventura Franco Pacheco, born 1880's in Agua Retorta, Nordeste in Sao Miguel. Nordeste is a district on the northeast part of Sao Miguel, Agua Retorta is on the southern part of Nordeste. I have a great uncle with the same name who was born in Pedreira, a small village just north of Agua Retorta.
