I don't have a definitive answer for you, but I have some thoughts about possible Pomeroy relatives of Rachel's. There was a Joseph Pomeroy b. abt 1754, son of Richard and Hannah (Ingersoll) Pomeroy. He married Tabitha Foster, we don't know her birthdate but know she died between 20 Jun 1808 and Jun 1810.
Joseph and Tabitha had at least 4 children. We know of Joseph, b. 11 Sept 1778 in Hampden, Penobscot Co., ME, James, b. abt 1780, in ME, William b. 1 Oct 1782 in Hampden, Penobscot Co., ME and Nahun/Nailor H. b. abt 1790 in ME.
Of these sons, Nahun/Nailor had a daughter named Rachel b. 15 Jun 1823 in Unity, Waldo Co., ME. Older children of Nahun/Nailor and wife Abigail Harding were born in Penobscot Co., ME. Based upon the dates and places where the children were born it would appear that Nahun/Nailor and family moved from Hermon, Penobscot Co. ME to Unity, Waldo Co., ME between 1817 and 1819.
Nahun/Nailor's brother Joseph had 14 children that we know of (none named Rachel)all born in Levant, Penobscot Co., ME.
Nahun/Nailor's brother James had at least 10 children, and was located also in Penobscot Co., ME. He and several children were in Hampden, Penobscot Co., ME in 1850. Unfortunately we do not know the names of most of these children. According to the 1830 US Federal Census there were 2 daughters born between 1820 and 1825. Could one of these be Rachel?
Nahun/Nailor's brother William and wife Sarah A. Banks had at least 8 children, but none named Rachel, although there's a gap in the birth order of their children between Oct 1822 and Sep 1826, so it's possible that a child could have been born between the 2 we have information on. William and Sarah's first 4 children were born in Hermon, Penobscot Co., ME, the other children were born in Levant, Penobscot Co., ME.
I did find your Rachel and husband Wm Tibbetts and children Angeline and William O. in the 1850 US Federal Census in Hermon, Penobscot Co., ME. There are many Tibbetts/Tebbetts on the page prior to the page that Wm and Rachel are on. This leads me to speculate that Rachel may somehow be related to the Joseph and Tabitha (Foster) Pomeroy family. I haven't found a marriage record to confirm anything yet, but thought I'd pass this along in case it's new information to you.
