Paging Norbert or Tad..Orkwiszewski help!

Well, here is the update regarding Frank Orkwis (Orkwiszewski). I contact luzerne county..they did not have any record of his naturalziation papers but DID have Joseph (jozef) Orkwis. I ended up getting those just in case. Luzerne County also sent me the marriage certificate but had "N/A" listed on ALL the information for Frank, except his name and date of birth.
So, I have written to the Holy rosary church in hopes that they have something on him. I contacted them a few weeks ago again and they said they currently do not have the resources to do genealogical inquiries but kept mine on file.
I also contacted and paid the Federal Immigration office to search for Frank (all the spelling variation, children, sibling, wife etc) they came back saying they couldn't find any naturalization papers on him.
So, I guess i'm not sure where to go from here?
For Josepsh (Jozeph) was born in 15 Oct 1880 in Migozin Plock Russia. He arrived in the US at the port of NY,NY of 13th May 1897. The admission for citizenship was filed on 30 april 1904 in Luzerne county.
that is really all I have on joseph for right now.
I think I found possible siblings for Frank but I'm not sure..
Manuel E. Orkwis b. 1880 ; Jacob Orkwis b. 1878; Wladislaw Orkwis b. between 1889-1892.I found them on a couple manifests coming to New York New york.
For Wladislaw, he came to NY,NY on 1 Jun 1909; lists his birth country as Russia and birth location other as zderasna (?)Port of Departure: Rotterdam; Ship name: Nieuw Amsterdam.He then came back to the US on 14 Apr 1913; russia and other birth location as bilaw (?), Departure: Rotterdam and ship name Rotterdam.
Manuel E, he came to NY NY on 31 Aug 1916 port of departure Halifax and the ship name was Florizel.Said his brother paid for his trip to US and was meeting a brother Jozef in Phil. PA.
Any help would be soooo appreciated!
