Kathryn, from his name, Karl Rosenbach was of course an ethnic German, as I'm sure you know. He was from that area of central Poland on the Vistula River north of Warsaw where many Germans had settled and which was located in what was until 1918 Russian Poland.
You say that acccording to your information, Karl Rosenbach was born in Makowiska (which is the correct spelling of the village you mention). However, his 1906 New York passenger arrival record indicates his last place of residence as having been Oleszno, but his place of birth as having been the village of Klodawa, not Makowiska.Where did you get Makowiska from? The two villages aren't very far apart, of course, and both are quite near to Oleszno.
Here is the link to the Upstream Vistula website, which you are sure to find most interesting and informative:

You could click on "Contact" up at the top and send them an e-mail to see if they would have any additional suggestions for you as to how to proceed.
I'm assuming that you are aware that there are no Germans living in that region anymore. They were all expelled by the Polish authorities following World War II. So any relatives you may still have in Europe would be living somewhere in today's Germany.
Robert
