Hi Megan,
A couple of questions and a few leads.
You don't mention religion. In that region, you have a large mix of Roman or Greek Catholics, (and others). This of course changes where you will need to look. Have you looked for records through the Family History Centers (Mormon Church Libraries)? Have you located where the records are for that town? What regional archives? Have you tried to contact anyone in that town at all? Priest? Postman?
As for the Red Cross connection, the Red Cross still holds their paperwork and still claims to try and locate relatives. This is getting pretty slim as of course, these people are well up in age and most are already gone. But it may be worth try. Also, try the ITS (International Tracing Service) at Bad Arolsen, Germany. They have forced laborers, prisoners, and victims of World War II. You can access some of the records at the Holocaust Museum in Washington DC.
