Tanya, the city called Wilno in Polish is called VILNIUS in Lithuanian and is today the capital of Lithuania.Following World War II, when Wilno/Vilnius was awarded to Lithuania, the Polish residents were forced to leave. Thus, your father became what was known at that time as a "displaced person", or "DP" for short.(The plural, by the way, was "displaced persons", not "displaced people".)
