Joseph Latz, Kobulnika, Poland

I am searching for any records on Joseph (Josef) Katz, born
in Russia/Poland in Dec 1867. His United States Natural- ization papers (typed & hand written) clearly state he was
born in "Kobulnika" Poland. The town was on the east side of
Poland because his papers stated the town was part of Russia
when Poland was split in half, when Germany got the West side
and Russia got the East side. I would also like to know what
government or genealogy agency that would currently have birth
and/or marriage records. His wife's name was Mary (b 1862 or
1865) and their daughters name was Fannie (b Dec 1897)
