US Census tracts are withheld from public scutiny for 72 years because of privacy concerns. Poland and most of the Central European countries that were communist dominated passed much stricter privacy laws once the communist governments were eliminated.
In Poland phone listings can't even contain street addresses.
If any of what you listed were accessible it would have, certainly, been discussed on a site like this.
