You can purchase Photoshop for less than the cost of having someone else do the work for a single photo. The last time I checked it was over $100 for light restoration much more for ann indepth process. You are paying about 100/hr for something you can do yourself.

I bet you can buy both an old HP scanner and an old copy of Photoshop on ebay for 50-100. You want the old vs the new scanner for this process.
