It is best if you can find someone that has an old style flatbed scanner. They are mostly HP. The new ones use LEDs and are poor for this. You will need the one that uses a tube for the best effect. The tubes put out UV and infrared rays. The sensor will also pick up the invisable light. Faded things appear less faided in non visable light. Sometime UV sometime IR can recover what was faded. Scan in both color and B&W. Then you just have to play with the images with photoshop or something like it. With the color image adjust the hues one color at a time. Certain things will enhanse or fade as you tweek the colors. It is a good deal of work. Sometimes with the B&W all you need to do in increase the contrast. Try that first.
