It can be done with any version of Adobe Photoshop Elements, I'm quite sure, as well as a heck of a lot of photograph restoration very easily after you learn the basics of the software. It's an excellent program. I believe the latest version is #6, which costs about $70-90.

I don't know if there is any free software available on the Web that will do it too. Try the sites for free software (Google "free software for PC", or "for Mac"). Good luck. Let us know if you find a good one.
