I don't know what you already have regarding Elijah F. Payne and his wife Kesiah Phipps. Illinois marriage databases list their marriage as having taken place on 21 Sep 1835 in Gallatin Co., IL. He was previously listed in the 1830 census in Hopkins Co., KY, and judging from the ages and genders of those in the household, it looks as though he might have been previously married before marrying Kesiah Phipps. He is on the same census page as John Phipps (born abt 1750-1760) and Daniel Phipps (born abt 1790-1800). He was living near an Edward Rice, and this may just be coincidence, but Joshua Phipps (1765-1857) , who lived in Wayne Co., KY and later Randolph Co., MO, married an Elizabeth Rice.
In the 1850 and 1860 censuses, Elijah and Kesiah appear in Spadra Twp., Johnson Co., AR. They appear to have moved to AR by around 1848, judging from birthplaces of children. In the 1860 census, Elijah is listed as Elisha. In the 1870 census, the family was living in Jackson Twp., Greene Co., MO.
Then in the 1880 census, Kesiah is widowed and living with her son M.M. (apparently McWilliams, known as "Mack.") There, her name is given as Kissia Payne.
From censuses, it appears that Kesiah Phipps was born abt 1817-1818 in KY. Elijah Payne was born abt 1807-1818 in KY.
