Thank you very much for the response. Other possible significant events were the Quaker migration in 1738 and the Mathias Selser will of 1763, at which time we have mention of a William Phillips Jr. and Sr.:
Mathias Selser was deceased by 1 November 1763 when his will (dated 8 September 1763) was proved in Frederick County Court. He bequeathed the home plantation to his wife Rhenemia Selser as her one-third dower. His other bequeasts were: 400 acres located on the east side of the South River adjacent to his Massanutten tracts to his eldest son Lewis (Lodowick) Selser "which is deed in his name;" the upper part of the old Massanuttem plantation )107 l/2 acres) to his son John Selser; the middle division of the Massanutten plantation (170 acres) to his son Mathias Selser; the lower division including part of the meadow (88 1/2 acres) to his daughter Mary; "that tract on Massanutten (Big) Creek" and the remainder of the meadow tract left after the above three bequests (188 1/2 acres) to his daughter Elizabeth; a tract on Smith Creek "adjoining the county line of Augusta a part of which tract belongs to Jacob Hodge" to his son Henry Selser; "all my tract of land lying in Augusta County on the South River" to his daughter Barbara; a Negro girl to his daughter Christiana; 100 pounds to his grandson William Phillips, son of William Phillips. Mathias appointed his wife Rhenemia and Henry Ailer/Eley of Culpepper County, Virginia to serve as executors of his estate.
In conjunction with that I located another mention of the will:
Will of Mathias Selser in 1763
And I further order that my grandson William Phillips the son of my daughter that is disceased what was the wife of William Phillips I give it an Hundred pounds to be paid out of my Estate by my children when the youngest of them and the said William Phillips is come to age but if he should happen to die before he comes to age or without Issue then he shall not Recover but the Money shall Remain in the Hands of the Heirs above Named in equal Division.
If the few mentions of death dates for the female Selser children are correct, that would imply William Phillips was married to Anna Christiana Selser who also died in 1763, but I have no proof of that beyond the fact she was the only daughter shown to be deceased by 1763. That's only family trees for a source there.The next point would then be is this William Phillips in Frederick or Augusta Co., VA? Mathias Selser was in Frederick Co., VA with holdings in Augusta, and I believe the Smiths Creek area.
My last question, and then I'll leave you alone, how certain are you that the William Phillips who married Agnes Dever, and then Elizabeth Hogshead, was a brother of James Phillips who married Nancy Alford? Thank you very much for your assistance.
