I have never heard of Reese J. Philips. Based on the time frame, I am almost certain noone at the reunion will have heard of him, but I will ask.
On Kindred Konnections, I found:
Reese J. Phillips (Phillips on 1930 census)
b 1884
m 1907
d 1956
1930 census he was living in Luzerne Co., PA
One of his children might have had the medals in VA (or the child moved and he moved to live with them). His oldest son b 1909, Reese E. Phillips, died in 1990, location not available (I do not have an account with them.)
