Thank you so much for your suggestions and input. Unfortunately, I have already tried each of those avenues of research.
I contacted both the University and the Alumni Association and they are willing to go back through their records if I have proof that my husband is Hermino's next of kin (I have my husband's birth certificate which lists him as father) and Hermino's birthday (which I do not have).
You are correct, he is not listed in the death index. The last time my mother-in-law saw him he was being kept alive on life support after suffering the anuerisym. The doctor's had told her that they did not believe he would survive if he was taken off the machines. She was the one who checked him into the hospital, so the records there only had information we had already gotten from her. She went to visit him after work each day and one day she was told his family had come and checked him out of the hospital. Because a death certificate was not issued by the state, and because the hospital does not have record of his death, we are assuming that his family kept him on life support when they transported him. We do not know if he died or eventually recovered. He did have a sister who had visited the US (we are not sure if she lived here), but the rest of his family was still in the Philippines so we are also assuming that he was transported back to their home.
We have done searches in the US and the closest living person to being a match is a Hermie Manuel that lives near San Francisco. We have a phone number and have repeatedly attempted to contact him, but no one ever picks up the phone and there is not an answering machine.
I am now searching the civil registry of Dagupan City during the time period he was born hoping to find a birth record. I also have the films with death indexes for the 1970's so if he passed away after being brought home I hope to find that record.I have also been in contact with the NARA who have libraries of immigrents (because these events happened so recently the records are not public domain yet) and can help me if I can learn his birthday, port of entry in the US and mode of transportation to the US. I have tried to contact the accounting firm he worked for, but they have since sold thier firm and do not have old personell files. The list goes on and on, I never have quite enough information to find what I'm looking for. But, we just recently began searching so a few bumps in the road are to be expected.
I really appreciate your suggestions and would welcome any other ideas you may have. I have actually had much success with the genealogy I have started. For my husband's mother's family I was able to trace both her parents lines back 6 generations and I've only just begun to dig into the records. Hermino is just my challenge. Any way, I'm sure I have bored you and given you a lot more information then you ever wanted to know, but sometimes writing things out and looking at them gives me new ideas so I hope you don't mind.
