If the Michael Phelps family is as my Phelps family is, Mr. Phelps and Michael are descendants of William Phelps the emigrant, who is my 10th great grandfather.
I don't know what Michael Phelps' father could possibly feel he has to gain by spreading far too private information about his own son or being a source for any painful family photos.
Mr. Phelps Sr. is not making himself look good IF he is doing this. It seems more like IF HE IS doing this, that he is a man who could have possibly emotional or even physical problems of some sort. My heart goes out to him, but he has to get the point his own self.
This, which his family might take note of and send him to a doctor. With all the money that his ex-wife Debbie Phelps must have, she could well afford to have him checked out totally.
Michael has a right to his privacy. If my parents tried to do the same thing I would send them to our family doctor at least, if I had the money to do so.
If the above is true, I don't know that I think Mr. Phelps is doing what is healthy for his son or for himself.
