Maybe I haven't mentioned this before, but this is late enough in time that I would think that a birth certificate exists for Burr, to clarify the identity of his father. Since you have a birth date and place an exact search should be easy. It costs $15 and a letter to:

Noting Marilyn Diaz' report of the 1920 census on this family, where the census shows his father's name as maybe Leslie, I'd also ask for a death certificate for a Leslie Perrin between 1920 and 1930. The death certificate should give you his parents' names.
My experience has been that even though Iowa mandated the keeping of birth and death records in 1880, compliance was scant until after 1900.
