My John Perkins lived near Kemptville Ontario Canada in a village named after him, Perkins Mills. He owned 3 mills there. He lived there until he died around 1865.

I am assuming you Isaac lived in Uxbridge the town north of Toronto which is quite a distance from Kemptville, say 4 hours in a car today.
Since the DNA matches the Ipswich Perkins there must be a connection.
I am researching into this as i type.
