I know nothing about Rachel Penuel other than what I posted.
In May 1800 Price was appointed guardian of William Sanders. Price lived in the New Bern District in 1800 and iis listed in the census for that year as Price Penawel. His household contained two boys under 10 years old, a 10-15 year old male, two girls under 10 years old, and a 16-25 year old female. The two boys were almost certainly William B. Penuel and George Penuel. The young male was probably was his apprentice, William Sanders. Nothing is known about the females at this time. In February 1801 Price requested to be discharged from the guardianship of Samuel Sanders who had been rendered unfit for hard labor due to a wound. Price was ordered to keep the boy until another master was found. It is not clear if Price was guardian of two Sanders boys or if William and Samuel were the same person.
